PACER Fee Exemption Request for Multiple Courts

The Judicial Conference's Electronic Public Access (EPA) Fee Schedule sets the rate (fee) for remote electronic access to the judiciary's case information.

Under this fee schedule, each court has the authority to exempt persons or classes of persons from PACER fees. Click here to view the Fee Exemption Guide for more details.

To request a PACER fee exemption for multiple courts, an individual must:

  • Complete and submit an Application for Multi-Court Exemption from the Judicial Conference's Electronic Public Access (EPA) Fees via email to Multi-CourtExemptions@ao.uscourts.gov.  Click here to download the request form.

To request an exemption from a specific court, individuals must submit a written request to the Clerk of Court. The request must:

  1. Demonstrate that an exemption is necessary to avoid unreasonable burdens and to promote public access to information.
  2. Show that the research project is:
    1. Intended for scholarly research,
    2. Limited in scope, and
    3. Not intended for redistribution on the internet or for commercial purposes.

Requests to the Clerk of Court should be in letter form and include an original "wet" signature.  Generally, email requests are unacceptable.
